As the battle against Stain comes to an end, Gran Torino shows up along with other heroes, sent by Endeavor, Todoroki’s father. Suddenly, a Nomu flies from the sky, grabbing Midoriya. Stain frees himself, taking down the Nomu, who represents the villains of society that he despises. Stain’s pure rage and charisma freeze everyone, until a broken rib punctures his lung and he passes out. His rant, caught on tape, promises to herald in a new era of villains, who will be drawn to Tomura Shigaraki’s League of Villains. This prompts All Might to disclose more of history to Midoriya and the purpose of the One for All quirk. As finals approach, everyone studies, and eventually take the practical exam against the teachers.

This story is more of a “filler” volume in the series, as it includes more history and builds for the future of the League of Villains. It also prepares for the summer camp that will be the main backdrop for the next story. The most character development in this volume is for Bakugo, who decides if he needs Midoriya’s help, then he doesn’t want to win. This distresses Midoriya, who always looked up to Bakugo’s drive to never give up as a child. Midoriya punches Bakugo and drags him to safety during their final exam against All Might. Forcing Bakugo to collaborate, they manage to come up with a plan to take down All Might, which is perhaps the first time they’ve really worked together since they were children.
